Can't delete a file

I downloaded a file from the internet. I no longer need
it but when I try to delete it I get a message saying
another user or program is using the file. I know no
other user is on my PC and no other program is using the
file. I have conducted a virus check which came up clear.

I have the same problem..When I restarted in Safe mode i get the same message, "File is being used by a program"
