Can't delete a file in Downloaded Internet files

There is file in my downloaded Internet files that I
cannot delete.(Its called BHO.something or another) I am
running XP. I believe the file is responsible for creating
a new searchengine taskbar in explorer.(that keeps taking
you to www.portalsearch.com) I am trying to delete it but
it tells me that I do not have access to it! If I try
the "remove" it....it tells me that "one or more program
is using it, close some programs and try again"

How do i get rid of it?

I would recommend trying SpyBot Search and Destroy first. Otherwise see KB article
