Check in the Registry here:
User Key:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\
Explorer]
System Key:
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\
Explorer]
Value Name: NoToolbarCustomize
Data Type: REG_DWORD (DWORD Value)
Value Data: (1 = enable restriction)

A caveat is in order here: Exercise full and total care while tweaking and
making changes in the registry. Export any key you are going to modify
before making any changes. Registry changes are customarily instantaneous,
and without the proper precautions and safeguards, irreversible. Improper
changes can render your PC inoperable.

Hi Julian :)
i just downloaded IE6 SP1 and i can't customize the
toolbars anymore. they're all greyed out... whats going
on? thanks.

Try the following and see if they help.

Restore Toolbars in Internet Explorer and/or Windows® Explorer

Restore Default Toolbars

Courtesy of Ramesh

Type this command in the RUN box, and press Enter:

Rundll32 Iedkcs32.dll,BrandCleanInstallStubs

The Windows Update menu text and it's corresponding URL is reset to factory
defaults.

Toolbar options are locked, go to
http://www.mvps.org/sramesh2k/IEFAQ.htm

Hope this helps.

Hi. ;-) Hey Jan, we've *way* too many OT's in this here NG for me to keep
up with; Plus, I forgot to re-set some to "mark as un-read" so if I don't
reply to a few... you understand. Guess we'll have to "stop meeting like
this". <g>

OK, I'm going to use my archaic Logitech and "click-it" to send this
message. ;-D
Cheers,

Perhaps there is some restriction in the registry Julian. Simply LOOK for
these keys and see if there is a restriction. Don't fool around with the
registry if you see that the given restriction is not in place.

Disclaimer: Modifying the registry can cause serious problems that may
require you to reinstall your operating system. There is no guarantee that
problems resulting from modifications to the registry can be solved. Use the
