Can't create .pst in NEWER format

I'm using Oultook 2003 PS2, but it creates .pst files in the old format
("Outlook 97-2002 Personal Folders File"), and NOT in the new 2003 format
("Outlook Office Personal Folders File").

I tried creating a new .pst file and the only choice offered me was the old
one. How do I get OL 2003 to create a .pst in the newer format?
 
Interesting! When I try to add a new PST in OL2003 I only get the option
"Office Outlook Personal Folders File".

But I remember that I had to force Outlook to use Unicode format after
installing 2003, so this *could* be the cause.

I did this by using gpedit.msc with OUTLK11.ADM, then setting
User Configuration -> Administrative Templates -> Microsoft Office
Outlook 2003 -> Miscellaneous -> PST Settings -> Preferred PST Mode
(Unicode/ANSI) ... to Enabled.

Since I am on an Exchange Server, I also set these options; again under
Microsoft Office Outlook 2003 -> Exchange Settings ->
- Exchange Unicode Mode - Prefer ANSI ... to Disabled
- Exchange Unicode Mode - Ignore Archive Format ... to Enabled
- Exchange Unicode Mode - Ignore OST Format ... to Enabled

what type of account? HTTP and IMAP only use the old format - Exchange 5.5
might also (I forget). POP3 and Exchange200x should use the new Unicode
format by default.
