Can't create new subfolders under Inbox

I have a user that can't create new subfolders in his
Inbox. Has anyone heard or seen this before?

Does he get an error message, or is the option to create a new folder
just unavailable? Can he create the subfolder in another folder and
then move it to the Inbox? Finally, is his inbox on the server, or is
he popping mail off into a local .pst?

Just a few questions - not sure I'll be able to give you a resolution
with those answers, but it'll help :) Thanks!
