Can't create New Folders

Since I've upgraded from ME to XP I can't create New Folders. I can
right-click everywhere except on the desktop (unless the mouse is over
existing folders.) I can't be in a folder and select 'File - New' from the
toolbar.

What happens is: I get an hourglass for an indefinite amount of time and
the program is 'not responding.'

Everything else works like clockwork on XP (so far.)
 
I tried the "shexview" download and none of the listed examples worked. If I
click on the "Create New Folder" option while I'm in any folder (ex. My Doc)
I get the hourglass again and then everything resets. The taskbar disappears
momentarily and, one-by-one, everything comes back as if I restarted except I
don't lose any info and I'm still online (if I was online to begin with.)
 
Terminate explorer in Task Manager or by Ctrl + Alt + Shift and Close or Cancel in the Shutdown dialog - Closes down Window's shell. Use Task Manager's File - Run dialog to start Explorer to restart the shell (but not yet). Then Ctrl + Click Run in Task Manager's File menu Starts a command prompt.

Type

ntsd explorer

Type G at the command prompt that appears.

When you crash you should get a error description (as I don't crash not quite sure what you'll see).

This assumes there is nothing in event log.
