Outlook Can't create hyperlink - Outlook 2003

I have a co-worker that was trying to create a hyperlink in an Outlook 2003 e-mail.

She did not have a "Hyperlink" option under Insert and no hyperlink button.

Then I went to change Word to be the e-mail editor, but there is not an "Options" under Tools to change that either.

Does her Outlook need to be repaired? Is there another way to get to the Options window? Or is there another solution?
