Can't connect to internet

When I try to connect to the internet I get Error: 720 It
says to check network settings. I have removed the dial
up and reinstalled it with no luck. I know it isn't the
ISP because I can connect to the same account on another
computer. HELP PLEASE!
 
I used Windows Update for my SP1 version and lost all
connectivity. I am now missing dll's, can't start device
manager, IPConfig returns no data, TCP/IP drivers are
installed. I think I have to rebuild. I do not want to,
once again, HELP PLEASE!
