Can't completely customize font sizes and smoothing

Bought new 17" LDC monitor with 1280x1024 resolution.
Tried to customize font sizes to make them more readable.
Adjusted all font sizes, and also increased DPI to 120.
Turned on ClearType font improvement.

Still many applications use very basic and very small
font, apparently ignoring Windows settings of size and
ClearType smoothing (for instance, Nero ver. 5.5).

Some applications apply ClearType, but still use very
small font (for instance, "Display Properties" window)

Is there any way of changing this default font?

Some programs will ignore the default font size. A better option is to
simply use the next lowest resolution.
