Can't Clear History/Address Bar Entries

Here's an odd thing: and I've cleared every temp and
history file I could find. When I begin to type in a web
address in my address bar, a series of "possible
selections" opens up below where I'm typing. You know
what mean I'm sure. Well, absolutely nothing I do causes
those entries to go away. I know how to go to history and
clear it, and when I do, the drop down menu of recent
addresses is deleted. However, it doesn't change the fact
that all these other addresses come up. And if I position
the cursor in the address bar and press the down or up
arrows, it scrolls through a long list of my accessed
websites. HOW do you get this to clear out? Any
ideas. "Help" says to clear the history. That doesn't
affect this. Can you lock this so it can't be cleared?
How can you unlock it? Any ideas? Thanks in advance.
