can't change wallpaper

We have a XP home computer with 3 users. All users are set up as Computer
Administrators.
From my daughter's account - if you right click on the desktop and go to
properties we get this message:

"RESTRICTIONS: This operatin has been cancelled due to restrictions in
effect on this computer. Please contact your system administrator."

I thought is was because that her account was set to limited but it isn't.

Scan your computer for Virus/Spyware/Malware.
Backup all her Documents and files.
Delete her user account and Create a New User Account for her.
