Can't change wallpaper in XP Redux

After cleaning up from a virus, I cannot change the wallpaper (selection
list grayed out) in XP (all the latest updates applied).

I have already look at the suggestions in www.kellys-korner-xp.com/xp_w.htm
however the Registry Value "NoChangingWallPaper" is already set to Zero.

Any ideas where to look next? I am logged in with Administrative Rights.

Neil,

Open Registry Editor (Regedit.exe) and navigate to the key
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System.
Then delete both values "WallPaper" and "WallPaperStyle" from the right pane
(if they exist).

Repeat the above steps but now expand this key:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\System
(It may not exist on your system.)
