Can't change send/receive interval in Outlook 2000

I have a few users who are still using Outlook 2000 because they are
stuck with Windows NT 4 due to some older software issues. One of them
came to me asking if I could change the interval that Outlook uses to
check for new e-mail. It is currently set at 60 minutes. I assumed
this would be simple but I am stumped.

I selected Tools->Options->Mail Services. On the bottom half of the
tab is "Mail Options" and in the first box is a single item "Microsoft
Exchange Server", which is checked. Below that, one of the items is a
checkbox labeled "When online, automatically synchronize all_folders
every _60_ minutes. All the options were grayed out until I checked
the "Enable offline access" checkbox. I then changed the 60 minutes to
5 minutes.

However, this doesn't sound correct to me. That is, the thing the user
was complaining about was that when someone sends him email, unless he
clicks send/receive, he doest get it for a long time, possibly an
hour. I checked the setup of his co-worker and it was exactly the same
as his but when I send her an e-mail she receives it within a minute
or so. The "display notification" checkbox is checked for both users.
The e-mail server is Exchange.

Any thoughts as to why the one user wouldn't be receiving e-mail
notifications immediately? They are both connected to a corporate LAN
and are both in the same office.

The most common cause for lack of notification in an Exchange Server
environment where the client machines are NOT set for offline is UDP
connectivity issues. An Exchange Server pushes new email notifications as
they arrive via UDP. If folks don't get these notifications until they
change folders or the like, its likely that something on the network is
interfering with these UDP pushes:
