Can't change secutiry settings in IE

Part of troubleshooting another problem requires me to change the
security settings in IE from Custom to Default, but I noticed that
Default is grey and I cannot click the button. Is there any way to get
IE to allow me to click the default button? I've looked at another
similar PC and can't find any differences in the IE settings.
 
May be the "Default Level" settings are already selected. That makes the
button grey out.
