Can't change internet options while in internet explorer

Hello,

I am having some minor difficulties with my computer.
Whenever I try to access the "Internet Options" button
through Internet explorer, it says the following message.

"This operation has been cancelled due to restrictions on
your computer. Please contact your system administrator"

The problem is that I am the system admin, and I do not
know how to change this setting. Could someone please
help me here. I hope I am posting in the right area. I
could not find an appropriate category.
 
If you are running Spybot, there is an option which disables access to that
area to protect from certain types of malware..

So, in Spybot start in Advanced mode
Click on Immunize
Uncheck the option "Lock IE control panel...."
Restart IE, and you should be able to change the settings again
 
Whereabouts in Spybot do I find this option which
disables access - I tried to locate it but couldn't find
it.
 
From your start menu, make sure that you choose "Spybot-S&D (advanced mode)"
and NOT "Spybot-S&D (easy mode)"

Then follow these steps:
So, in Spybot start in Advanced mode
Click on Immunize (On the left of the screen, under the "Spybot S&D" menu
item)
Uncheck the option "Lock IE control panel...." (Under "Recommended
miscellaneous protections" section)
Exit Spybot
Restart IE, and you should be able to change the
settings again
