can't change folder properties in FrontPage 2002

I've been trying to change the folder properties in my version of FrontPage
2002 so that I can upload files using the the upload function, however, ever
option to change any folder properties (both old and new) are grayed out and
will not allow me to set them. Does anyone have a fix for this?
 
it may only be something the host provider can change - they may not even allow
the upload file component to be used.
 
you're doing this on the "server web", i.e. you've opened
http://yoursite... and tried it?

If not, do so. If it still won't let you, you'll have to talk to your host
and have them set it for you, What kind of server is it anyway?
