Can't change default encoding for outgoing messages

Does anyone know how to change the default outgoing message encoding in Outlook 2003? When I go to Format -> Encoding, "US-ASCII" is always checked. I've tried selecting other encodings and they work for that one time only.

Tools>Options>mail format>International Options. Check Auto encoding and
choose the preferred encoding from the dropdown list.

Thanks Mary,

I've done that but now under Format -> Encoding, "Auto-Select" is all that's in the list. That would be fine if it "Auto-Selected" Western European (ISO) which is what I chose following your instructions. But it sends in US-ASCII. The only way I've been able to get it to send in Western European (ISO) is to manually select it for each message I send. I'm thinking that maybe there is a registry setting that lets you change what the default is.
