Cant Change Background in Front Page

Greetings,

For some reason I cant change my background in front page, I can adjust the
fonts and the pictures, but cant change the background. I have serveral
pages with the same pic on each, so I thought I would update each page with a
new background and found that I cant.

I have also noticed that when I open a new page up the background is already
on the page.

I am running Office 2000 Pro with Office Xp
