Can't assign filetypes to programs

Hi,

I am running WindowsXP Home as the Owner/Administrator.

Going into Explorer\Tools\Folder Options\File Types I find that the New,
Delete, Change, Advanced, and Apply buttons are greyed out.

Can anyone tell me why this is and how I can change that, please?

Any type, i.e. all of them.

No matter which one I click on, the buttons remain greyed out :(.
