Can't add BCC field

I don't have the option to add the bcc field when I pull down the view menu.
I'm using outlook 2003 with all the latest updates. Please help
 
Make sure personalized menus is turned of. Right click on toolbar, choose
Customize, Options and choose Always show full menus.
 
I just tried that and it didn't work? I also restarted outlook and it still
didn't work?
 
You can only add the bcc field in a message, not in Outlook itself. Start a
new message and use View & put a check by bcc.

I tried that also and it didn't help. I have this same issue with more than
one machine in my environment. Any more ideas?
