Can't activate Task Manager

I am running Windows XP Pro. When I try to invoke/run the
TASK Manager, I get a message that it has deactivated by
the administrator. I am the only person using the
computer and User account shows I am the administrator.
There are no passwords involved. I do I get administrator
previleges/permissions to re-activate the Task Manager.
Please help
