Taske Manager disabled

A pop-up "NOOOH" wrns that Task Manager is disabled by the Administrator
(me). On the Taskbar it is faded-out and inactive. I tried System restore
by that too is inactivated by Domain Administrator under Group Policy. When I
try to start gpedit the window flickers up and then closes.

I am the only user/administrator on the laptop.

McAfee scan shows no virus.

Any ideas on how to re-enable System Restore and Task Manager. I am not an
expert. Or is this a malignant intrusion from the Internet?

Thanks.

Managed to get Task Manager started.

On the system restore side, REGEDIT gives "Registry editing has been disabled by your administrator" and gpedit.msc just flickers up and closes.

I have seen a reference to Backdoor.ICR Trojan on the net.
