Cant access to internet options...

I have a problem accessing internet options... when i click on the icon from
IE, a popup says this operation has been cancelled due to restrictions on
your computer. Please contact your system administrator.

The problem is im the system administrator! what happened???

Beside all the advice you got try this:
Open a run Command and type in:
gpedit.msc click [OK]
On the group Policy locate this option under:
[&] User configuration
[+] Software Settings
[+] Windows Settings
[-] Administrative Templates
[-] Internet Explorer
[+] Application Compatibility
[+]Internet Control Panel
[ ] Offline Pages
[ ] Browser menus = Look in the right Pane/Window for this Option:
[$]Tools menu:Disable Internet Options... menu option.
Make sure this not Disabled for your account by double clicking it and see
the settings there.
Note you can do any changes unless you are logged as administrator.

Another the registry by opening a run command and type in:
regedit click [OK] and on the Registry editor locate this Key:

[-]HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies
= NoBrowserOptions
Edit if the IE Option is set to 1 set it to Zero.
Close the Registry and Reboot.

No options appear under Settings on the Advanced tab of the "Internet
Options" dialogue box in Windows Internet Explorer 7

Restore Folder Options:

"Restrictions" error while opening Internet Options

Hi people... thanks for the help... however i have tried all the methods, and
it is still not working! the entire internet options is gone from the control
panel i realised... help!!!

Open the registry editor (Start>Run key in regedit then click on OK or hit
ENTER)

Navigate to:
HKEY_CURRENT_USER>Control Panel>don't load
Look in the right-hand pane for inetcpl.cpl and if it is there, right-click
on it and select Delete.

Navigate to:
HKEY_CURRENT_USER>Software>Microsoft>Windows>CurrentVersion>Policies>Explorer>RestrictCpl
Look in the right-hand pane for inetcpl.cpl and if it is there, right-click
on it and select Delete
