Can't access some shortcuts and programs on start menu

I have been having problems with accessing certain programs on my start menu.
I will click on a program, such as the "paint" program and it will have the
curser change to the little timer, suggesting it is going to open, but then
all loading just stops. It will NOT open at all and no matter what I do it
seems nothing can change this. Is there some way to get these programs to
open?

Assuming that the .lnk file association is properly set (means you can launch programs from the Desktop or other areas), see if a shell extension is causing the problem
