Can't access secure web sites

My parents computer will not access secure web sites.
The security is set to low. I can't even access hotmail
or windows update now. Is there a solution? e-mail me
at (e-mail address removed)

Start ->Run ->regsvr32 softpub.dll -> OK ->OK... and try
to access website... it will work

Close Internet Explorer.

Start/run "regsvr32 softpub.dll"

Retry the secure sites.
