can't access IE without Norton firewall shut off

Hi,
yesterday I've downloaded Skype, and after installing it, I couldn't access
the Internet anymore. I don't think it's Skype, but I don't know. I've tried
renewing my ipconfig, checked my settings, ... Only when I turn off my Norton
personal firewall, I can access the internet.
Now, how can i access the internet with my Norton Pers. firewall active? I
always have it on, and all of the sudden it doesn't work anymore??
If you can help, please do so...
 
Norton Firewall has the ability to scan your pc and tell you which programs
are designed for access to the internet. You probably have to do a rescan
via Norton and ensure that ie is listed as allowed. Skype is probably
unallowed by Norton until you ok it......

Hasn't Skype been found to be a questionable program and made the news not
too long ago?

As a safeguard, I would download a backup browser like Avant or
something....
