Cant access https sites

I am suddenly unable to access "https" (secured) sites,
this appears to also be true with the windows update
site. All other sites are accessable. I have checked the
internet options/advanced tab and made sure that the SSL
2.0, SSL 3.0 and TLS 1.0 options are checked. I have also
changed my security settings to LOW but to no avail. This
happened very suddenly and am unsure what has
changed.I have been told by someone that they read about
a similar problem in conjunction with a windows update
but have been unable to find reference to it...any help
would be greatly appreciated. thanks,

Hi,
Check the file integrity of the IE and Outlook:

Start>Run>scf /scannow

Re-registering the softpub.dll (dynamic link library) :-

start—run—type “regsvr32 softpub.dll” (without quotes) and wait for the
OK message; then try again.

I've tried every other method to correct this issue and
**Re-registering softpub.dll is the only solution that
worked..
