See if holding down your Shift key when you click on the link helps.

Are you right-clicking and choosing "Save target as...", or just clicking on
the link? I've seen problems where a web browser tries to view a file
through an FTP connection using the browser's plug-in. Downloading the file
and saving to the PC was the workaround.

I click the file link and it takes me to another page that contains the terms
and conditions. When trying to click "i agree", the problems start and
nothing loads at all, or it times out again and again. Hovering of the "i
agree" button it shows the link is the actual one to the file as it ends with
".exe". I've got popup blockers off aswell, and ive tried "save target as",
and opening it in a new browser window. Any other suggestions please?

Are you using a router?
You need to open ports 20 and 21 in the router's firewall.

If the XP firewall is enabled: Allow ports 20 and 21 access, or
Click Start, Settings, Control Panel, Internet Options, "Advanced" tab.
Scroll down, and check, "Use Passive FTP...". Click "Apply", OK

Windows has very limited support for ftp. You might be better of downloading
one of the free/shareware ftp clients/download managers. There are plenty
out there. I use Bulletproof, FlashFXP and GetRight. Bulletproof is a very
simple ftp client which will allow you to log into the server and get the
file you want or GetRight will download it from the server without you
having to log in to the ftp server. Try these programs and see which if any
you are comfortable using.

I was having problems like this. My FTP site works fine from a Win2K
system through IE6 but I was getting messages from my WinXP system that
I didn't have permission to access the folders. I unchecked "Use
Passive FTP.." box and Applied the changes. It worked fine after I did
that. I didn't have to specify the FTP port in the SP2 firewall either.
Just my findings so far.

Hope this helps
Don
