Can't access FTP server

I have two computers on the same subnet (Linksys router), both running
WindowsXP (SP2). One can access FTP sites just fine, the other cannot. They
seem to have the same settings everywhere I can think to look (Firewall
options, Internet options, etc.). Both have full access to the internet, so
I don't think there are any issues with connectivity or DNS, etc.

Here's the failure I get:
C:\Documents and Settings\John>ftp ftp.microsoft.com
ftp: connect :Unknown error number
ftp>

Not very much to go on, but does anyone have any ideas?

I've got a little more data. If I turn the Firewall off, then I can
connect. The working computer has a firewall exception called exactly "File
Transfer Program" which points to "c:\windows\system32\ftp.exe". I browser
to add this to the other computer, but when I do it is just named "ftp.exe"
instead of "File Transfer Program". In this case, the other computer still
cannot connect to the ftp site. The exception option "File Transfer Program"
seems as if Windows new to put that there as an options on the working
computer (i.e. as a result of some setup option.) In other words on the
working computer I don't think I needed to browse to add that as an
exception, but I can't really remember for sure.

Anyway , I do get a different failure now:
C:\Documents and Settings\John>ftp ftp.microsoft.com
Connected to ftp.microsoft.com.
Connection closed by remote host.
