Can't access any apps from shortcuts

I can't access any of my apps from the desktop shortcuts;
it appears that even double-clicking on Explorer brings up
the error msg:
c:\winnt\explorer.exe

cannot find the file 'c:\winnt\explorer.exe' (or one of
its components). Make sure path and filename are correct
and that all required libraries are available. I'm running
Win2K and I've ran the SFC utility to check the system
files and even deleted the explorer.exe in case it had
been replaced with a "spoofed version" of the original
file. And I did the repair option of the W2K install. This
error comes up no matter which shortcut I try... I did
however have limited access with my Administrator account,
but another account with admin rights wouldn't work!

Help!
 
From a command prompt;
assoc .lnk
should return with
..lnk=lnkfile
If not
assoc .lnk=lnkfile

Thanks! I'm able to use "explorer" with a new admin acct.
However, I still can't launch any apps from the desktop
nor from the start menu. It always says the file can't be
found. I did update the Windows Installer service. Any
suggestions?
