Cant access add and remove programs

When try to get in to add and remove programs i get the run dll as a
app error.I have tried everything for a week now and still no good.I
even did a non destruct repair to windows.Same problem in safe mode.Any
ideas!!!!

See if you can access Add/Remove programs by going to Start > Run >
appwiz.cpl

You can also try a third-party program like CCleaner, which has an
uninstall feature.
