tape & exit hole cover on a new cartridge. Refilling is only difficult

That's very easy if not immediately obvious. Remove the ink tanks and
then flip up the lever on the right side of the printhead assembly. The
removable printhead is the thing with the six round dots (facing up)
and the back wall of the ink cartridge compartment.
It pops right out.
3) Is there a recommended cleaning procedure.?
There are a number of similar procedures and cleaning concoctions,
primarily involving soaking in distilled water and low concentraion of
household ammonia. The water by itself does a fairly good job. Alcohol
may help but does not dissolve the ink.

If you had a badly clogged head (which you apparently don't) or are
just not patient enough to wait for a soaking to work you can actually
disconnect the nozzle assembly from the head (two screws) to gain
access to the inside of the nozles themselves.

While I cannot say for sure it sound like you are using unbranded ink
and you do not know who made it.

Me, no way. I wouldn't put up with the mess and hassle of filling
carts by hand, it really is too much fiddling around for me.
