Cannot Write to CD with burner

Im running windows XP Home SP2 and ive uninstslled the driver and updated the
driver, Ive even gone and brought another CD-RW driveand i cannot copy any
file onto a blank cd, The OS reconises it as a E: but it can read from a CD
Please Help

Is the box "enable recording" in the drives properties checked?
In admin tools>services is "IMAPI CD-Burning Com service" set to manual or
automatic and NOT disabled? is the service started?
