Cannot view network setup wizard?

When I click the "Set up a home or small office network"
link in "Network Connections", nothing loads or happens.
Why is this hapenning? I obviously have Windows XP, Home.
I have a Linksys Wireless PC Card (version 3), and it is
installed and working. I have been on my home's network
before, but I got a few computers lately and I noticed
they weren't showing up in the network places. So I
decided to modify or redo the network setup for this
computer, but it doesn't seem to work anymore. What is
the problem? Thankyou!
 
I would bet your network connections folder is also empty, try this

First make sure that your Network Connections Service and Remote Access
Connection Manager services are running. If they are then compare the LAN
connections in the connections folder with the Network Adapter drivers in
device manager. If there is a Network Adapter driver that doesn't have a
corresponding connection in the connections folder then try reinstalling it.
