To use a minimized program on the taskbar, right click the program on the
taskbar and choose Restore. Also, right click any empty space on the task
bar and see, is Lock taskbar checked? left click that line that says Lock
the taskbar to uncheck it. This locked taskbar should NOT affect using
programs mimimized on it but give it a shot. If selecting programs from
taskbar you mean the quick launch portion (extreme left) of it, again right
click on the taskbar to see what is checked. My vista works fine but
NOTHING is checked when I right click in a blank space on taskbar. You
should have immediate interaction left or right clicking on anything on the
taskbar, quicklaunch (immediate left), open programs (middle) or
notification area (extreme right).

Hi Rick--

We had one identical to this earlier today or yesterday on general or setup.
In addition to Katy's suggestions:

1) Run sfc by typing cmd in the Search box above Start button>right click
cmd when it pops up on the start menu at top>click "run as admin" and at the
cmd prompt type "sfc /scannow" no quotes.

2) Run this from Kelly MVP:

Restore Taskbar to Default Functionality
http://www.kellys-korner-xp.com/regs_edits/xp_taskbar_desktop_fixall.vbs

It's safe and Kelly was MVP of Year a couple years ago. Most of the tweaks
will work on Vista. Great site.
