Cannot use full display anymore

I can do longer use my entire display screen. Windows now has two
black borders on each side. I've tried changing the display properties but
that has not made a difference. Need to know how to reset the video
settings to allow full use of display. Adivice is welcom.

Are there buttons on the front of the monitor, or is this a laptop?
