cannot use boarder and shading on the menu

My style button is grayed out. I cannot add a boarder to my pictures. My
Boarder and shading button is also grayed out. How can I fix this problem?
 
In FP2003, Tools->Page Options - Authoring Tab
Tick the box "CSS1". You may also tick the CSS2 (positioning) box.
Also set Browsers to Custom, and Schema to Internet Explorer 5

Other versions of FP have similar options in Tools->Page Options
(except Schema), but you will have to look for the appropriate tab.
