cannot uprotect form

Office 2003 Pro SP2; XP Pro SP2

I have a form that I cannot unprotect. I go to Tools, Options, Unprotect
Form, and every option fills in except for the Protect Document icon (lock).
So I cannot unprotect this form. I have many documents saved using this
form. It opens correctly on another computer with the same setup. I have
reinstalled Office and the SP. Still cannot unprotect the form. The PC with
the problem is a brand new install. Please advise.

If it's a form, try using the Forms toolbar and clicking on the lock icon to
unprotect your document.

Sorry. I guess I should have clarified a little more. After I go to tools,
options, unportect document, the lock icon on the Forms toolbar is still
grayed out. Even though all other options are available.
