Cannot UNC to an IP Address

If I type \\10.199.1.1 in the run line, nothing comes back. If I type the name of the server, \\SERVER1 it opens up. Has anyone run into this before?
The name seems to resolve in DNS and WINS.
 
It sounds like Name to IP translation is working fine so
your forward lookup zone is good. But the IP to Name is
not working, I would suspect your reverse lookup zone.
