Cannot turn off the French setting in Word and OUtlook

I have set the Language to be English (US) but I still get French accents
showing up when I compose text in Word and Outlook. Seems like the setting
won't "stick".
 
When do the French accents show up? There are some words, such as café, that
are default AutoCorrect entries.
