Cannot turn off computer

Every time I try to turn off the computer by going
to 'Start\Turn Off Computer\Restart' or
'Start\Turn Off Computer\Turn Off', nothing happens. The
computer seems to completely ignore the command.

How do I fix this?

I have the same problem with XP Pro. Will not shut down
completely. If I press and hold the on/off button for 6-7
seconds, it will shut down and not complain on the next
boot up.
