cannot turn off computer with SHUT DOWN

The computer will notShut down pushing the SHut down
button... I have a Dell 2 gb... 512 MB 80 MB HD

I can turn off the computer by pressing the Power button
but there must be something in config sys or start up
or registry that prevents the computer from shutting down

please help and reply if possible to (e-mail address removed).....
