Cannot stop an unwanted randon popup banner ad

Each time I open IE 6 I am being attacked by a popup
banner that is generated at random frequency. In a 15 min
session I get 6 or more IE windows open each with the same
banner message. I don't want to disable popups, but can I
stop / remove this?

The source for the banner is:

It does not matter which site or page I have open. I
presume that I have some adware doing this? I have tried
running various adware detection and removal programs but
cannot find this irritant!

I would certainly appreciate advice on some I can stop this
from happening.

This HOSTS file will block it.
The best way is to block the server from tracking you in the first place
Blocking Ads with a Hosts File and AdShield. Under the Security Tab download
the hosts.zip file.

If you do not have these tools get them now. You never know when they will
become handy.
This may be caused by a third-party program (adware, spyware, parasite).
Get AdAware and SpyBot and run them both. Keep them up to date.
