Cannot start windows

i know it's alot to read, so i'll put a condenced version near the
bottem


i upgraded from windows ME to XP profesional about a month ago. now
out of the blue (and to the blue screen) i am having some major
computer problems. i had a radeon 9200, and just put in a 9800 XT. i
was having some problems, but figured it was just the game (operation
flashpoint). yesterday, i went into a game. when it got to the main
menu, it promptly froze for about a second then restarted. i thought
"ok, great...". it got to the spot where it says "XP" or whatever and
has the bar going across the box. after acouple of passes (usually 2
or 3), it stops for half a sec and restarts. gives me the option to
start in safe mode, safe with networking, safe mode with command
prompt, last good configuration, and normal. i tried normal first;
restarted at the same place. tried safe; waited ten minutes or so and
manually restarted (it was frozen in place). i tried last good config,
same. after awhile i tried safe mode again and waited however long it
took. the "safe" appeared in the four corners and the mouse poped up,
but then it restarted again. it also seems to randomly freeze at the
bios screen. sometimes it goes through scandisk, only to restart after
its done.
so i tried to boot from the CD. in bios i changed it to primarly boot
from the CD drive (my non-working floppy drive is on my desk). is came
up with a blue screen that said "windows". on the bottem it said
"press f6 to instal raid drivers" or something similar and "press f2
to run automated system recovery" or something. i hit f2 and it asked
me to insert a floppy disk (which i cannot do) so i hit ok, then esc
to cancle it's search for one. then on the bottem it said "setup is
loading files (file name)". after it was done, it says "setup is
starting windows." followed by this at the same blue screen.

i sucessfully reinstalled (i think it did) windows once, choosing to
convert files from fat32 to ntfs. after it finished, it gave me
something very similar to the error above, except it said something
about "fastfat.sys". i have been unable to get to the repair/reinstall
error again.

computer constantly restarts. if it gets to windows at all in safe
mode, it restarts in about literally one second. starting in normal
mode usually restarts as soon as scan disk finishes or a second into
loading. sometimes it freezes at bios, but hasn't happened to me
today. i tried to start it from the windows cd and it said "setup is
loading files (file name)". when it finished it said "setup is
starting windows". it then gave me this error.

i tried to reinstall windows, and am not sure if it even started to
work correctly. i chose to convert fat32 to ntfs. when the bar
finished across the screen, it started to start windows again and gave
me the same error as above, but said something about "fastfat.sys". i
have been unable to get to the reinstall/repair window again.

so, any idea whats wrong? is my hard drive dead? am i basically
screwed? i built my computer myself, so i have no idea who to call for
tech support, if i can call anybody, so please help.
by the way, the reason i can post this is because i'm on my old HP.

if u can boot to a dos prompt, reformat the HD... this
*might* help.... or get another HD and test it... OR put
linux on it
