Cannot start Outlook. Unable to open Outlook window

Here is the problem. I am running Outlook 2002 Pro on XP OS. After I
re-applied SP2 my outlook stopped working. I re-installed Outlook, made sure
that my pst file is error free, created new profiles, repaired Outlook,
re-installed it, I can open it in Safe mode or without add-ons. But when I
try to open it normally it gives me this error message. I tried
resetnavpane, and believe me I made sure that I have a space where it should
be, but it gives me error message that command line argument is not valid.
In addition, when I try to receive messages it tries to load all messages
that I currently have in my POP account. Please let me know what to do.

/resetnavpane only applies to Outlook 2003 or later.

Why are you reapplying Service Pack 2?
Why aren't you using Service Pack 3?

If it works in Safe Mode, then you issue is likely caused by an add-in or
corrupt dat-file.
