cannot start OE, MSOE.DLL could not be loaded

Hi,
Outlook express could not be started because MSOE.DLL could not be loaded. How can I fix this. PLease advise. Thank you
 
Re-install Internet Explorer - OE is part of it. You may
have to do it twice.

Set the IsInstalled value to 0 before you apply Internet Explorer:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Active Setup\Installed Components\{44BBA840-CC51-11CF-AAFA-00AA00B6015C}
