cannot start NETLOGON service on standalone W2k pro

Hi

I am trying to network a win98 SE (all patches and hotfixes) machine to a
W2k (all SP's, all hotfixes) machine. All i want to do is allow the win98SE
machine to read and write to the w2k machine.
the problem i am having is the password problem ("You must supply a password
to make this connection: Resource: \\computername\IPC$") in this KB

this occurs because the NetLogon service is not started on the w2k machine.
ok - Fair enough. So i try and start the NetLogon service but it comes up
with these two little gems:

which is where i run out of ideas. Everything i read says it is because
NetLogon is configured to start up automatically on startup, but this is not
so - its set to manual. The w2k machine is a standalone - no domain to log
on to so i use a workGroup.

so any ideas about how to start the netlogon service?

The netlogon service does not need to run on a Win2000
PC - you can make a connection to its shares regardless.
However, you must supply valid credentials, since Win2000
is a secure operating system. Simply create some account/
password on the Win2000 PC, then use this same account/
password to log on at your Win9x PC.

I get a netlogon service is not running ont this machine" error message. I
cant even logon because of it. How can I get this service to start? I have
rebooted it but no luck. Safe mode doesnt even work.
