Cannot shut down.

I am not sure why but all of a sudden, when I try to shut
down, and go through the normal steps, nothing happens.
Does anyone happen to know why or what I can do to shut
down properly? For now, I have to turn off the power
surge because just by pressing the power button on the
CPU doesn't do anything either. Please HELP!!!
 
Check out this..Start - Control Panel - Perf/maint -
Power Options - Advanced Tab and check if the option for
Power Buttons is Shutdown. If not then change it to
Shutdown.
