cannot set up Outlook

While trying to set up Outlook 2007, I have the Vista operating system, I
keep getting an error that say "An encrypted connection to your email server
is not available. Click Next to attempt using an unencrypted connection."
When I click next I get a propmt saying "An unencrypted connection is also
not available."

Can anyone help me resolve this so I can set up my email account to Outlook?
