Cannot set system restore point

I cannot set the system restore point. I get a message
that says there is a problem with "WINSTA.dll"

message reads " The procedure entry point
RemoteAssistancePrepareSystemRestore could not be located
in the dynamic link library WINSTA.dll."

Can anyone assist

Entry Point Not Found:
The procedure entry point RemoteAssistancePrepareSystemRestore could not be
located in the Dynamic Link Library winsta.dll
Do a search for the sr.inf file which is normally located in C:\windows.
Make sure you search hidden files in your search criteria.
Right-click on the sr.inf file and select the install option.

I had this problem some time ago and reinstalled XP
twice, I then concluded that I did not install service
pack 1 and then I was able to see the System Restore tab
in the control panel system icon. B4 SP1 I could not see
this tab and was getting the same message. The first time
I setup an xp machine I installed sp1 as part of the
routine.

I started having trouble with XP after I installed a security
patch; though I cannot yet determine which one. My DUN disappeared
on the machine. In reviewing that, I began to dumb down the machine
as much as possible - including removing the "system restore points".
When I right click "My Computer" icon, I get a message about rundll32.exe
and WINSTA.DLL procedure entry point. That is to be expected - but hardly
user-friendly - since the OS offered me the ability to remove the point, it
shouldn't complain with cryptic messaging when I do it. I am trying to back
off SP1 in order to find DUN again. I have already tried re-installing XP
"on top of itself" again, but to no avail. I have also tried the "netsh interface
ip reset" method and it did not bring back DUN. (CAVEAT: RH90 finds my
modem and dials my ISP fine from the same machine).
Summary: how can I recover dial-up networking in XP Home ?
